BACKGROUND AND DEVELOPMENT

The Fulcrum Tactical Laser (FTL) is a level 4 green laser with a power output of 1W-3W. The initial use as a deterrent against pirate attacks at sea. This showed to be the perfect solution in the place of fire-arms as it has a non-lethal deterring ability at a long range. Although at first planned for maritime use it became obvious that the use of the FTL reaches far more applications.

SYSTEM DESCRIPTION

The FTL is a visual, non-permanent blinding, non-lethal, hail, warning and incapacitating deterrent at distances up to 2.5 km. The practical application is found in the ability of the user to identify and aim on the target.The beam can be widened at to cover between 30cm – 15m .

Important to notice is the legal status of the laser as it falls outside the limitations of the United Nations Protocol for blinding weapons as per signed  treaties by all countries worldwide.

It comes with a 2 year warrantee and maintenance contract.

TESTS AND EVALUATION

MT Maersk Utah

Tests were conducted with the MT Maersk Utah in Chesapeake Bay. The MT Maersk Utah was “attacked” by boats were manned by former US Navy SEALS.
The effectiveness of the Laser was confirmed as the former US NAVY SEALS were incapacitated to the extent that they could not approach the MT Maersk Utah.
After these tests, an official from Lloyds of London noted that the use of this specific tactical laser is an effective anti-piracy deterrent.


MT Maersk Georgia

Report from the Captain of the Maersk Georgia sent regarding its use in the Gulf of Aden:

Dear Sir,

We have exited High Risk Area and I will stow the device. We had the opportunity to use the laser on several smaller boats in the Persian Gulf and the Gulf of den. Holding it on target, particularly within 500 meters was surprisingly easy. The farthest we were able to hit a target (and get a reaction) was one mile. During the daytime the subjects reactions ranged from trying to block out the dazzler with their hands or turning their heads to immediately turning the boats away. At night, it was more effective primarily due to the intimidation factor of the visible beam coming from the ship

UNITED NATIONS PROTOCOL ON BLINDING LASER WEAPONS

The Protocol on Blinding Laser Weapons, Protocol IV of the 1980 Convention on Certain Conventional Weapons, was issued by the United Nations on 13 October 1995. It came into force on 30 July 1998. As of the end of April 2016, the protocol had been agreed to by 107 states. All UN membership countries have signed the treaties on the same protocol.
